It's true that Jacob played as Sharkboy in "Sharkboy and Lavagirl" but he did not star in Sky high at all. It is the actor Steven Strait that you are thinking of. He also starred in The Covenant. I can see where you might think that he is Jacob but if you think about it, Sharkboy and Lavagirl and Sky High both came out in same year of 2005 and that would mean he would have been thirteen or fourteen at the time. Yes and no. Taylor played in "Shark Boy and Lava Girl" and Rob in "Harry Potter & The Goblet of Fire" and "Harry Potter & The Order of the Phoenix". What is not true, is the Taylor appeared in "Sky High". the one that appeared there was Steven Strait (the other that was going to play Jacob).
